Rule 3 — Conjunction with Exaltation Lord

If the debilitated planet itself conjuncts the planet that would be exalted in that sign, the debilitation is cancelled by direct association. Why Neecha Bhanga Fails — The Honest Truth

The cancelling planet is itself weak

If the dispositor that cancels the debilitation is itself debilitated, combust, or heavily afflicted — the cancellation is incomplete. A weak doctor cannot heal a sick patient. Example: Mars debilitated in Cancer, Moon (lord of Cancer) in Kendra but Moon is in Scorpio (its debilitation sign) — the cancellation is significantly weakened.

Dasha never runs at the right time

A perfectly formed Neecha Bhanga is meaningless if the Mahadasha of the debilitated planet never runs during the person's productive years (roughly age 20-60). A beautiful Jupiter Neecha Bhanga with Jupiter Mahadasha running from age 75-91 will not produce visible career or wealth results when it matters.

The debilitated planet rules difficult houses

A planet whose debilitation is cancelled still carries its house rulership. If it rules the 6th, 8th, or 12th house for the ascendant, even with Neecha Bhanga, its Dasha brings mixed results. The cancellation removes the worst effects but does not automatically create Raja Yoga strength.

Combustion of cancelling planet

If the planet providing the cancellation — the dispositor in Kendra — is combust (within 8° of Sun), it loses much of its cancelling power. The Sun absorbs its strength, leaving the debilitation partially intact.
